i. Biography
Valerie Horn directs the Cowan Community Action Group, where food access is treated as daily infrastructure: the steady, unglamorous work of making sure a community can eat with less precarity and more dignity. As board chair of Community Agricultural Nutritional Enterprises (CANE Kitchen) and the City of Whitesburg Farmers Market, Horn sits in the practical lane where organizing, connecting, and sustaining are the work itself. In 2023, the James Beard Foundation gave Horn its Leadership Award, drawing national notice to work rooted in Whitesburg, Kentucky.
The Essentials Food access is the core of Horn’s work: “We believe fresh food should be available for everyone in our community.” That position sets the terms for the organizations she leads and places fresh food in the category of shared necessity, not privilege. Horn has also said, “We believe that those healthy food choices are at the root of better health physical and mental.” The point is straightforward: access to nourishing food reaches past the plate and into health, stability, and daily capacity. The 2023 award brought broader attention to community food work in Whitesburg, Kentucky, and to the local network behind it. Through the Cowan Community Action Group, CANE Kitchen, and the City of Whitesburg Farmers Market, Horn’s leadership is defined by everyday access and by the belief that local systems can be built to hold more people.
